Ukrainian President Volodymyr Zelenskyy said a substation connecting the Rivne and Khmelnytskyi nuclear power plants with Kyiv and central Ukraine was struck. The report identifies damage to connecting grid infrastructure, not damage to the nuclear reactors themselves.

Zelenskyy said the overnight attack involved 172 drones and 36 ballistic missiles, with the missiles targeting Kyiv and surrounding areas and energy infrastructure again the principal target. He also reported damaged substations in the Vinnytsia, Zhytomyr, Rivne, Kharkiv, and Dnipropetrovsk regions, with 12 regions beyond Kyiv affected by attacks.

Kyiv faced serious electricity, water, and heating difficulties, according to Zelenskyy and Mayor Vitali Klitschko. Zelenskyy also reported damage to residential buildings, the Northern Bridge, and part of a kindergarten, with nine people injured, including a child, across the reported attacks.

Russia’s Defense Ministry separately acknowledged large-scale strikes against energy, transport, and military-industrial targets, including a thermal power plant and substation in Kyiv region. The supplied reports do not quantify lost electrical capacity, specify nuclear-unit shutdowns, or identify an affected data center.
