Beijing Economic-Technological Development Area introduced up to 1:1 matching funding, capped at RMB 30 million annually per qualifying technology project.
· ComputeLabs Research · from the November 7, 2026 edition
The development area’s administrative committee issued measures supporting an open-source, open information-technology industry ecosystem. Enterprises undertaking major technology-development projects in eligible fields can receive matching funding of up to 1:1, subject to an annual ceiling of RMB 30 million per project; the reports do not identify individual awards or disbursements.
Eligible research areas include foundational hardware and software, industrial software, and cybersecurity. AI priorities encompass algorithm theory, software frameworks, AI-compute chips, new compute clusters, and software, industrial, data, and embodied intelligence, alongside quantum computing, sixth-generation mobile communications (6G), brain-computer interfaces, and optoelectronics.
Separate provisions support initial deployment and pilot validation of supernode servers, AI terminals, advanced agents, quantum-computing cloud platforms, and next-generation communications products, with support of up to RMB 30 million based on specified evaluation criteria. Operational testing and technology-enablement platforms can receive up to RMB 30 million annually for no more than three consecutive years, covering facilities such as security-assessment institutions, hardware/software compatibility centers, and AI and quantum-information validation centers.
The package also provides support of no more than 50% of total research-and-development project expenditure under its industry-cluster initiative, assessed against innovation, industrial contribution, competitiveness, and talent development. It encourages government-guided and market-based industrial, technology, and acquisition funds, as well as corporate mergers and restructuring; these are policy provisions, not announced financing transactions.
