Russian strikes hit more than 15 Ukrainian generation and transmission facilities; repair work continues amid regional power outages.

Ukrainian officials reported damage across both electricity generation and transmission infrastructure. Zelensky said more than 15 important facilities were hit during the overnight attacks of October 16–17 and that repairs were underway. He identified especially severe conditions in Lutsk, Rivne, Zhytomyr, Vinnytsia, Shepetivka, Slavuta, and Netishyn.

Ukraine’s Energy Ministry reported attacks affecting ten regions. These were Vinnytsia, Volyn, Donetsk, Zaporizhzhia, Zhytomyr, Odesa, Rivne, Ternopil, Khmelnytskyi, and Kharkiv. Some areas introduced scheduled rolling outages to address electricity-supply shortfalls.

The attack figures have different reporting windows. Zelensky described more than 320 drones, alongside other weapons, during the 12 hours from 19:00 on October 16 to 07:00 on October 17; Ukraine’s Air Force reported 332 drones and multiple missile types from 18:00 on October 16. Its preliminary assessment through 08:00 on October 17 reported 293 intercepted or suppressed targets: four Kalibr cruise missiles and 289 drones.

Russia’s Defense Ministry separately acknowledged large-scale strikes. It said targets included metallurgical enterprises, transformer manufacturers, and energy facilities in locations including Kryvyi Rih, Zaporizhzhia, and Zhytomyr, describing them as supporting Ukraine’s military. The supplied reports do not quantify lost generating capacity, repair costs, or a full restoration timetable.
