OPEC+ retained November oil-production quotas at its Sunday meeting and scheduled its next meeting for November 1.

The later meeting statement confirmed unchanged November oil-production quotas. Earlier messages described an agreement in principle, but subsequent reporting explicitly attributed the decision to a statement. The Financial_Express account says the relevant production levels would remain unchanged for a second consecutive month.
Representatives from seven countries participated in the online meeting. The countries listed were Saudi Arabia, Russia, Iraq, Kuwait, Kazakhstan, Algeria, and Oman. They reaffirmed adherence to existing OPEC+ production arrangements and monthly assessment of policy against oil-market conditions.
The next meeting was scheduled for November 1. Separately, Russian Deputy Prime Minister Alexander Novak said the Joint Ministerial Monitoring Committee (JMMC) observed substantial global oil-market volatility and a supply shortfall. That is an attributed committee assessment, not a quantified supply-balance calculation in the supplied material.
