Canada announced expanded immediate capital-investment deductions covering computer equipment and fiber-optic cables, with a C$36 billion, five-year budget.

Prime Minister Mark Carney announced expanded immediate expensing for most new capital investment under the Productivity Mega Deduction (“生产力超级抵扣”). The reported C$36 billion over five years is the tax measure’s budgetary cost, not a dedicated AI-infrastructure investment fund.

The expanded asset coverage includes computer equipment, fiber-optic cables, oil and gas pipelines, mining assets, and domestically manufactured passenger buses (“涵盖油气管道、采矿资产、光纤电缆、计算机设备及本国制造客车等”). The Telegram summary says the policy would reduce the marginal effective tax rate on new investment from 13% to 6.4%; this is a stated policy effect rather than an observed investment outcome (“将使加拿大的新投资边际有效税率从 13%降至 6.4%”).

The same speech outlined a project-review objective of one project, one review, completion within one year (“一个项目、一次审查、一年完成”). Separately, domestic financial institutions and funds were reported to have committed to mobilize more than C$14 billion for domestic companies in strategic sectors, including a C$4 billion Radical Breakouts AI fund (“本国金融机构及基金已承诺动员超过 140 亿加元……Radical Breakouts 40 亿加元 AI 基金”); these commitments are distinct from the tax measure’s fiscal cost.
