A FinancialJuice report citing Ukraine’s deputy energy minister said Russian attacks hit energy facilities in 10 Ukrainian regions. Other supplied reports place the attack period between the night of November 2 and the early hours of November 3, with power plants, transmission substations, and distribution substations among the targets.

Ukraine’s First Deputy Prime Minister and Energy Minister Denys Shmyhal said Russia used 289 drones, 17 ballistic missiles, and 59 cruise missiles. Separately, Russia’s defense ministry claimed damage to four thermal power plants and two substations in attacks involving Vinnytsia, Dnipropetrovsk, and Kharkiv regions; that damage count is a Russian official claim, not an independently established total.

Shmyhal also said three drones were directed at a substation serving the Khmelnytskyi nuclear power plant, and that Ukraine had informed the International Atomic Energy Agency (IAEA). This describes an attack on supporting electrical infrastructure, not a reported strike on a reactor.

Shmyhal discussed the attacks with ambassadors from the Group of Seven, the European Union, and Nordic and Baltic countries, calling for a response. German Chancellor Friedrich Merz separately said additional German air-defense and energy assistance was being implemented; the supplied material does not quantify lost generating capacity, restoration costs, or data-center outages.
