A Telegram report citing Vietnam’s government website says President To Lam called for a joint semiconductor research-and-development center with Belgium while speaking at a Brussels think tank. The source describes a proposal, not a signed development agreement or an operating facility.

The report places the proposal within a European trip intended to attract investment and technology talent to Vietnam. To Lam also proposed cooperation in AI and biotechnology.

Vietnam additionally sought European Union green financing and technologies, particularly for offshore wind and green hydrogen. Its stated agenda included deeper trade and investment cooperation, supply-chain security, cybersecurity, and maritime security.

Vietnam presented itself as a reliable participant in the European Union’s de-risking strategy and secure global supply chains. The report gives no semiconductor-center budget, location, institutional partners, equipment plan, or construction schedule.
