Oracle issued a force-majeure notice for its New Mexico data center but guarantees investor payments even without secured power.

Telegram reports identify Oracle’s New Mexico development as Project Jupiter (木星项目) and state that Oracle issued a force-majeure notice concerning power supply. Financial Times reporting relayed by Financial_Express identifies the developer as a Blue Owl Capital (蓝猫头鹰资本) subsidiary and says local opposition had delayed permitting.

The more detailed payment report says Oracle remains obligated to pay a “holding cost” (持有成本) in place of rent for up to three years if the project is not ready by its first-phase operating deadline in the first half of 2027. A person cited in that report said power-delivery risk rests with Oracle rather than investors; no payment amount is supplied.

Oracle said such notices are common in developments of this scale and generally preserve contractual rights between project partners. A Blue Owl spokesperson said Blue Owl, Stack Infrastructure, and Oracle remained aligned on Project Jupiter, while another report quoted Blue Owl saying the notice had not changed the parties’ commitments.

The supplied messages also contain a different account referring to a 2028 deadline and Oracle’s intention to postpone payments, without reconciling it with the first-phase timeline or holding-cost provision. Separately, reporting linked the financing discussions to SB Energy’s Ohio data-center development for OpenAI and said, citing a person close to its financing, that SB Energy had decided to postpone its initial public offering (IPO).
