Microsoft plans over $10 billion in Middle Eastern capital and operating spending through 2030, expanding cloud and AI infrastructure.
· ComputeLabs Research · from the September 23, 2026 edition
Microsoft (微软) announced plans for more than $10 billion in capital and operating spending through 2030 (“超过 100 亿美元资本及运营支出”). The geographic focus comprises Kuwait, Qatar, Saudi Arabia, and the United Arab Emirates; this is a spending plan, not completed investment or exclusively data-center construction expenditure.
A separate supplied report describes approximately $2 billion of additional investment, with the regional total including a previously announced $7.9 billion UAE investment plan (“其中包括去年宣布向阿联酋投资 79 亿美元的计划”). That distinction prevents treating the entire headline amount as newly announced incremental spending; the report also notes Microsoft’s earlier $1.5 billion investment in G42, without establishing that investment’s inclusion in the regional total.
Microsoft also plans more than $400 million for Middle Eastern subsea and terrestrial connectivity through 2030 (“投资超过 4 亿美元建设中东海底及陆地网络连接”). Its digital resilience initiative (数字韧性计划) addresses data protection, business continuity, and cybersecurity cooperation, while its continuing skills program targets more than 4.2 million people by 2030.
Separately, President Brad Smith reaffirmed Microsoft’s commitment to a 200-megawatt project in Abu Dhabi (“在阿布扎比部署 200 MW 项目方面恪守承诺”). This remains a project commitment expressed in megawatts, not a disclosed GPU count or evidence that the capacity is already operational.
